This Regularly Scheduled meeting of the Governing Body of the City of Lake Park was called to order at 7:30 pm on November 1, 2011 by Mayor Sandlin who led in flag salute and prayer. Those present, Mayor Sandlin, members Carter, Mulkey Schindler and Sherrill, City Attorney, City clerk and interested citizens.
Mayor Sandlin recessed meeting to hold Public Hearings (see minutes), meeting called back to order at 7:40 pm.
Member Schindler moved approval of the October 6, 2011 Regular meeting minutes, motion second by member Mulkey, all approved. Financial Statement reviewed and approved as presented.
Under Citizens Concerns, Mr. Beasley, resident on Harris Trail questioned if any bid specifications on ATV purchase were available for review, and made some remarks that he felt a member of the Council had been rude to new member Sandy Sherrill at the last meeting. Ms. Patricia Brown questioned Council if if there was any intent to dissolve the City’s police and fire department.
Resolution, 2011-11-01, Hazard Mitigation Plan was read, with member Carter moving approval, second by member Schindler, all approved.
Members tabled advertising for bids on the Essa St. project until more information is available from City’s engineer.
Council is considering adoption of a Golf Cart Ordinance, members had copies of Lowndes County and a sample ordinance from GMA to review. Member Schindler moved City Attorney prepare a draft copy to present to Council at the December meeting, motion second by member Sherrill, all approved.
No action taken on ATV purchase.
As Mr. Billy Jones, maintenance department, has just completed his 6 month probation period with the City, by general consensus, Council agreed to place him as permanent employment status with full benefits.
Member Schindler moved the City begin getting quotes for auditing services for the 2011 audit, motion second by member Sherrill, all approved.
Under Administrative and Executive reports, member Schindler had the last e-mail contest drawing, with Ms. Mary Jane Yorke as winner. Prize provided by Madison Osteopathic Medicine, Madison, Fl. He (Schindler) also mentioned the City would need to replace Cathi Brown on the Ethics Board, as the Council’s representative, as she is no longer a citizen. Mayor Sandlin announced there would be another appointment necessary on this Board in the near future.
Member Schindler voiced concern, if the Sunday alcohol sales referendum passed, (package sales), had members considered if the current license fees needed to be adjusted. No action taken. Mayor Sandlin questioned officer Kinsey if the new video equipment had been installed in the police vehicles, and was the product satisfactory, he replied yes.
Fire Chief Brown reported the station would be having ladder inspections this month, and that the department would participate in the Thomasville, GA Mayor’s parade. Member Schindler notified Council of Clean- Up Day, Saturday December 3, 2011, starting at 8:30 am. Christmas Festival and parade will be held on December 10th, 10:00 am – 4:00 pm.
Budget workshop date set 11/15/2011, 7:00 pm. New Christmas decorations were discussed, with member Schindler moving the City purchase up to $750.00 of decorations, motion second by member Sherrill, all approved. Member Carter wanted to say thanks to the maintenance department for cleaning up the sidewalks.
There being no further business, meeting was adjourned at 8:35 pm.
